Howard Kahn is a principal and consulting actuary with the New York Health office of Milliman. He joined the firm in 2009.
Experience
Howard has worked in actuarial consulting since 2005 and has extensive experience with the following:
- Developing and evaluating risk contract frameworks and parameters between payers and providers for all lines of business: commercial, Medicare, and Medicaid programs.
- Constructing financial performance projections for health systems. Includes combining fee-for-service and risk revenue to evaluate the necessary assumptions to meet revenue/market targets. Considers quantifying any reimbursement discounts to provide higher profit margin/enrollment for the ACO/health plan.
- Health plan start up assistance, including developing insurance department required financial documents as well as developing required reserve calculations and estimates for administrative costs.
- Actuarial and financial data analytics and support for payers, provider groups and ACOs.
- Assessing and quantifying care management opportunities.
- Developing ACO reporting to provide ongoing monitoring of performance and year-end settlement validations.
- Creating and supporting health data warehouses.
- Developing and accessing performance of risk adjustment methodologies.
Prior to joining Milliman, Howard worked at a large employee benefits consulting firm and started a health claims data warehouse company. Howard was responsible for creating, building, and maintaining the warehouse and providing expert actuarial and IT advice to clients.
