Lindsy Kotecki is a principal and consulting actuary with the Minneapolis office of Milliman. She joined the firm in 2009.
Experience
Lindsy is a trusted advisor and consultant to a variety of stakeholders in the health industry, including commercial health insurers, private Medicare plans, healthcare startups, and healthcare providers.
Lindsy’s areas of expertise include benefit pricing and rate development, comprehensive population modeling of consumer choices and selection, ACA rate development and filing, Medicare Advantage bid development and certification, utilization and cost benchmarking, risk adjustment, feasibility studies, and independent strategic review. She also assists healthcare providers with payment analytics and supports healthcare startups in analyzing and understanding key actuarial concepts related to the markets they serve.
Lindsy has been deeply involved in helping insurers and other stakeholders navigate healthcare reform under the Affordable Care Act (ACA) since its inception. Recently, Lindsy has also been evaluating the actuarial implications and feasibility of potential future reforms to the U.S. healthcare system, including Medicare expansion and public options. In 2020, she published a white paper on the implications of a Medicare Advantage buy-in option for older adults. She also currently leads Milliman research efforts studying the composition and risk profile of enrollment across the full spectrum of U.S. healthcare markets.
Lindsy is a frequent presenter at industry conferences and produces thought leadership on a variety of topics related to healthcare reform and the state of the health industry. She recently completed research commissioned by the Society of Actuaries on the outcomes of the ACA in its first decade.
