Ian M. McCulla
Ian McCulla is a principal and consulting actuary with the Indianapolis office of Milliman. He joined the firm in 2009.
Experience
Ian has provided consulting services to a variety of clients including Medicaid state agencies, health plans and health plan associations, dental plans, and employers. He has extensive experience in the financial elements of state Medicaid programs, including capitation rate development and risk adjustment, financial forecasting, federal waiver and grant applications, alternative payment models, health plan procurement, and provider rate development and analysis. Ian routinely works with his clients to navigate emerging state and federal legislation and regulations, develop and understand financial models, and improve their data collection and monitoring systems.
Ian is an active member in the Society of Actuaries and American Academy of Actuaries work groups, including those focused on Medicaid and health equity. Ian also volunteers for project oversight of research published by the Society Actuaries.
