Shelley Moss
Shelley Moss is a consulting actuary with Milliman's Health Practice. She is located in Salt Lake City, Utah, and joined the firm in 2008.
Experience
Shelley’s primary areas of focus are Social Determinants of Health (SDOH) and working with managed Medicaid organizations, through use of data-informed analysis in order to understand covered populations and promote health equity. Additional expertise includes pricing, reserving, and financial forecasting for commercial, Medicaid, and Medicare products. Her clients include Medicaid managed care organizations, health plans, employers, brokers, public and government entities, and insurance organizations. Her recent experience also includes actuarial equivalency testing, small group pricing, reserve calculations, financial forecasting, rate assessment studies, Medicare bids, Medicaid rate setting, and actuarial aspects of annual statement work.
In 2020, she coauthored a report sponsored by the SOA titled "Comparing Measures of Social Determinants of Health (SDOH) to Assess Population Risk." This research report examined Colorado fee-for-service Medicaid beneficiaries and different data sources available to evaluate SDOH and inform the ongoing optimization of population health and payment models. On September 22, 2020, she co-presented the findings of this report at the SOA Annual Health Meeting.
