Amanda Schipp brings over 17 years of health policy and government experience with expertise in helping clients navigate the complex federal statutory and regulatory landscape of publicly funded healthcare and social services programs. She has demonstrated leadership in strategic program development and reform, federal waiver negotiations, stakeholder engagement and communications, and reimbursement and financing strategies for government-funded programs.
Amanda has been intimately involved in the development and implementation of several groundbreaking Section 1115 Medicaid demonstration waivers, becoming a national leader in drafting and negotiating complex Medicaid waiver applications. Amanda is well-versed in both the formal guidance and unofficial policies of CMS. She brings her years of experience to assist her clients with their individual program needs, including coverage expansions, workforce development initiatives, health related social needs, and specialized supports for targeted populations (e.g., children and families involved with child welfare, individuals with significant behavioral health needs, and criminal justice re-entry populations).
In addition to supporting program design, Amanda is also experienced in assisting her clients with program reimbursement and financing strategy, including Medicaid supplemental payment programs, state-directed payments, and value-based purchasing initiatives. She regularly provides strategic consulting to states in the alignment of provider reimbursement rates with program goals, and is experienced in drafting and negotiating preprints and state plan amendments to obtain federal approval for specific reimbursement structures. In addition, she supports clients to identify and ensure federal compliance with sources of non-federal share, including intergovernmental transfers and provider assessments used to support government-funded programs.
Prior Experience
Prior to joining Milliman, Amanda had a healthcare and government relations legal practice, where she represented hospital systems, psychiatric hospitals, and other healthcare providers on a variety of issues, including Medicare and Medicaid reimbursement, Medicaid managed care contracting and compliance, and Medicaid reform initiatives, including advocating for expanded coverage of behavioral health and HCBS services. Prior to her legal practice, Amanda had more than a decade of state Medicaid experience, including her previous work as the Strategic Initiative Programs Director of the Indiana Family and Social Services Administration and as a senior healthcare consultant at a large consulting firm exclusively focused on supporting state Medicaid agencies to design and implement healthcare reform initiatives.
