Allen Chen

Allen has over nine years of experience providing actuarial support and consulting services to health plans and state Medicaid agencies. He also has extensive experience preparing bids for organizations participating in the Medicare Advantage program, including many organizations with multiple plan offerings and plans focusing on various special needs and institutionalized populations. Allen has assisted in Medicaid managed care capitation rate development and actuarial certification for programs in three states: New Hampshire, Wisconsin, and Minnesota. These states serve a wide variety of populations and covered benefits. This work has also included financial modeling, capitation rate development, encounter data processing, risk adjustment development, strategic assistance around program design, and contracting.
