Tom Whalen
Thomas Whalen manages Milliman's PBGC contract. He oversees operations and staff management (approx. 30 employees). He serves as both a project manager and a client relationship manager. Paul also handles contract negotiations and serves as a procurement relationship contact. He also is a budget and billing coordinator (approx. $6.5 million annually), and the MARC marketing director.
Experience
With over 25 years of project management on distress plan terminations experience, Paul has managed Milliman's team on PBGC distress plan termination valuations and handled ongoing administration since 2008. He has been a client relationship manager with PBGC since 2008 and oversees a staff of 30 employees working on the contract. Paul is responsible for contract negotiations, proposal submissions, and client contact with PBGC's procurement department. He is responsible for planning budgets and completing billing for all work on the contract, approximately $6.5 million annually. Paul is also responsible for producing and/or reviewing Actuarial Valuation Reports for distress plan terminations. He is Proficient in defined benefit plan documents and benefit calculations along with plan administration.
