Universal health care system design: Cost of care for select populations under existing benefit designs

The Washington State Health Care Authority (HCA) recently commissioned Milliman to perform an analysis of costs of several existing benefit plan designs when applied to a potential population to be included in a universal healthcare system. In this report, we present three benefit and cost-sharing scenarios for analysis, selected by the agency:

  1. A Medicaid-like benefit and zero-cost-sharing structure
  2. A cost-sharing structure modeled after the Public Employees Benefit Board, with classic health insurance benefits and cost sharing
  3. Cascade Care Silver plan standard benefits and cost sharing
