Nancy Watkins
Nancy Watkins is a principal and consulting actuary with the Property and Casualty Practice in Milliman’s San Francisco office. She manages an actuarial consulting practice that specializes in climate resilience, insurtech, and catastrophic property risk. She joined the firm in 1997.
Experience
Nancy’s consulting engagements include climate resilience strategy, pricing and product development, predictive modeling, target marketing analysis, competitive rate analysis, use of catastrophe models and third party data, loss reserve analysis and certification, litigation support, reinsurance risk transfer analysis, reinsurance commutation support, software development support and market analysis, mergers and acquisitions support, arbitrations, and expert witness testimony.
Her clients include domestic and international insurance and reinsurance companies, trade associations, governmental insurance entities, virtual insurance companies, insurance software developers, general agencies, venture capitalists, and attorneys.
Nancy was president of Watkins Consulting Co. in Atlanta for six years. Prior to that, she was a senior manager and consulting actuary at Price Waterhouse. She also worked as an actuary for John Hancock Reinsurance and for Aetna Life & Casualty.
Nancy has published articles, given presentations and taught courses about climate change, flood insurance, wildfire risk, property analytics, ratemaking, predictive modeling, reinsurance, risk transfer, financial reporting, and virtual insurance companies.

- Nancy leads the Milliman Climate Resilience Initiative and serves on the United Nations Capital Development Fund’s Climate Insurance Linked Resilient Infrastructure Finance Working Group, piloting climate adaptation financing for emerging markets.
- She is the insurance industry representative on the California Office of the State Fire Marshal Risk Modeling Advisory Workgroup and Wildfire Mitigation Advisory Committee.
- Nancy serves on the Wharton Risk Center Policy Incubator Initiative Advisory Board.
- She served on the American Academy of Actuaries Flood Insurance Work Group and won an Outstanding Volunteerism Award for her participation on the committee.
- She has participated in thought leadership forums on property insurance availability and affordability issues, sponsored by entities such as National Association of Insurance Commissioners, American Property Casualty Insurance Association, Council on Foreign Relations, Stanford University, Resources for the Future, and the Council on Foreign Relations.
- Nancy served as chair of the American Academy of Actuaries Committee on Property and Liability Financial Reporting, member of the Financial Reporting Council, and member of the Casualty Practice Council.
