Aaron Gates is a consulting actuary with Milliman’s Seattle Health Practice. He joined the firm in 2011. He has over nine years of experience providing actuarial support and consulting services to commercial carriers, as well as Medicare Advantage, managed Medicaid, and public employee benefits organizations.
Experience
Aaron has worked on a variety of projects, many focused on public employee benefits budget projections, individual exchange market pricing, Medicaid managed care, and provider reimbursement. Examples of his experience include:
- Public employee benefit consulting including annual procurement support, collective bargaining support, model construction, risk adjustment analysis, and reporting and analysis for subgroups
- Projection model methodology updates for state PEB and SEB programs, with improved projections for self-insured claims, integration of a wellness program, and an updated model structure and reporting template to provide breakout of population subgroups and budget drivers
- Self-insured plan support including IBNP analysis
- Medicare Advantage bid submissions
- Individual exchange market rate filings, including rate development in 12 states and provider reimbursement negotiation support
- Provider reimbursement expertise including annual research to produce standardized reports from Medicare Cost Reports, including provider profitability, relative reimbursement estimates, hospital occupancy, and evaluations to show reimbursement compared to Medicare and Medicaid fee schedules
