Victor Harte
Victor Harte is a principal and consulting actuary with Milliman's Employee Benefits Consulting Practice. He joined the firm in 2002.
Experience
Victor’s clients have included not-for-profit organizations, public entities, Taft-Hartley funds, law firms, and corporations.
His areas of expertise include defined benefit plan funding issues, funding improvement and rehabilitation plans, expense requirements, plan design, and nondiscrimination testing. He also has experience with defined contribution plans, nonqualified plans, and health and welfare plans.
Victor has experience with issues relating to defined benefit plans under the requirements of ERISA and the Pension Protection Act of 2006 (PPA). His experience includes assumption studies, withdrawal liability calculations, rehabilitation and funding improvement plans, asset-liability forecasts, benefit improvement studies, early retirement window programs, plan mergers, compliance with nondiscrimination regulations, and funding policy development.
Victor has spoken at conferences, including the International Foundation of Employee Benefit Plans Annual Conference, Enrolled Actuaries Meeting, the American Society of Pension Actuaries, the Actuarial Society of New York, and the New York State Association School of Business Officials. He has authored articles printed in various industry publications.
